A preliminary examination is a hearing that takes place in district court on felony cases. The prosecutor has to prove that a crime was probably committed and that the defendant probably committed it.
If the prosecutor meets their burden the case is bound over, or moved, to the circuit court to proceed to trial. If the prosecutor fails to meet their burden the case could be dismissed.
