Physicians hold a high level of authority and influence in a community, which is why many high enrolling sites have their PIs make calls to new patient recruitment referrals. It is a great patient recruitment tool!
Patients will be more attentive when a physician calls. For your under enrolling studies calling patients can increase randomizations. When a potential patient speaks to a doctor it can help alleviate concerns, and importantly it can demystify clinical trials.
In my experience, I have noticed more small to medium sites using this technique to draw in more patients for clinical trials. Although it is evident that certain therapeutics areas will benefit more from this technique.

If your study isn’t recruiting enough patients to meet sponsor expectations, then I urge you to experiment with you as the PI calling patients and observe the ROI. It can start with a handful of calls, and I assure you, you will see the difference almost immediately.
