GTA V | 60 FPS patch and water fix | Xenia Canary 02/23

1. Open patch.toml with notepad/notepad++
2. Change "is_enabled = true"
3. Put the patch in Xenia Canary root folder/patches (create "patches" folder if it doesn't exist)
4. Patch is applied correctly if Xenia title bar says [patches applied]

It was done for TU26 - I don't know if it works for other versions. Make sure to do a backup before modding.

If you want to keep waves, enable readback_resolve instead, but it will reduce performance a lot.
