Software estimation is notoriously difficult.
It's a no-win situation for developers. If they overestimate the project, they risk scaring off new clients. If they underestimate the project, the company profit is at risk.
Developers usually employ the 'break it down into little pieces then add them up' approach when producing a software estimation. That can be useful, but when experienced developers combine this approach with their experience and intuition the result is certain to be much more accurate.
Unfortunately, developers are accustomed to being blamed when estimations are inaccurate, so many of them are apprehensive to adjust the estimate to reflect what they 'really think', and will rely upon the safety of the math instead.
