2️⃣ This means that they:
⛔ illegally entered the United States without inspection, or
⛔ legally entered the United States with valid nonimmigrant visas but whose period of authorized stay have expired. Eg. B2 visa holder given 6 months on his i94 but who stays beyond the 6 months without taking any action to regularize their status (extension, change or adjustment of status).
