You may be familiar with the Google Quality Search Rater Guidelines (last updated publicly on July 20, 2018). These are for human evaluators that look at search results, and grade the pages that appear in search by a series of carefully explained criteria. There are about 10000 contractors that Google uses to get this work done.

The Search Quality Raters do not directly affect search rankings, but they give feedback to the Google engineers, who adjust the ranking algorithm to try and have the artificial intelligence choose the same results that human being would.
Recently, there have been a few articles circulating in the SEO world about how you can see when the Search Raters have been to your site, by looking at Google Analytics, and looking for one of these companies as a referrer or source of traffic:

The theory is, if the Search Quality Raters visit your site, then you should either go up (if the engineers adjust the algorithm, and you site "passes"). Or your traffic would go down (If the Google engineers adjust the algorithm, and your website is found lacking).

Again, it's super important to remember, the human Search Quality Raters DO NOT directly affect or "tweak" your rankings. There's simply no way to do that at scale for the whole internet. The Google engineers take their feedback about a multitude of results, and "close holes" in the algorithm by making adjustments to how certain factors may be weighted.
My two cents?
You should always be analyzing what Google is already ranking. How can you make adjustments to your content? Your site? Your link profile? Your brand? To make Google see your pages as the best fit for a search query.
SEO is about continual, incremental improvement. It's not a "one and done" event.
