Prime Minister Dmitry Medvedev has instructed his deputy Arkady Dvorkovich to oversee an effort to help injured workers and families of the dead after an explosion at a coalmine in northern Russia on Monday.
Local police say at least 18 people have been killed and three injured at Vorkutinskaya coalmine in the Republic of Komi.
"I would like Mr. Dvorkovich to collect all the necessary information and report on developments, inform me about what measures are being taken to help those trapped underground and about aid provided for the families of the victims", Medvedev said at a cabinet meeting in the Moscow region.
He also stressed the need for Russia to be able to deal with such events by means other than through central government. "It's necessary to have a program prepared and make respective officials implement it, on pain of punishment", he said.
