Russia insists that North Korea should fully abandon its missile and nuclear programs, the Russian Foreign Ministry spokesman Aleksandr Lukashevich said on Tuesday, commenting on Pyongyang's nuclear test earlier in the day.

Lukashevich also said that Russia calls on all parties concerned to show restraint and that it plans, together with the other six-party negotiators, not to ease up efforts to normalize the situation on the peninsula through political and diplomatic means.

Aleksandr Lukashevich, Russian Foreign Ministry spokesperson (speaking Russian):
"By carrying out this new nuclear test, Pyongyang once again has shown its defiance of international law and UN Security Council resolutions. This kind of behavior is incompatible with generally accepted criteria of the world community and definitely deserves condemnation and a due response from the international community. It's the more so regrettable that it's a case of a state our country has a long history of good-neighborly relations with.
We insist that the DPRK stops unlawful activities, rigorously implements all the resolutions by the UN Security Council, fully gives up nuclear-missile programs and returns to the Non-Proliferation Treaty and the regime of all-embracing IAEA guarantees. Only this way the DPRK has a chance to go out of the actual international isolation which will open a way to its taking part in international co-operation on various directions, not excluding peaceful atom and space exploration. We are certain that this way meets the interests of the DPRK itself in the first place.

"At the same time we expect that the latest move by Pyongyang will not be used as a pretext for stepping up military activities around the Korean Peninsula. The policy of pumping nuclear-missile muscles should be opposed by an international law alternative. It's about time to start forming an efficient peacekeeping system in the region that would be based on principles of equal security for the participants in compliance with multilateral obligations on denuclearization of the Korean Peninsula.
