President Vladimir Putin gave a speech on Friday at an annual meeting of the Russian Interior Ministry.

The president highlighted "shortcomings" in national law enforcement, saying that "almost 45% of crimes in Russia remain unsolved", and urged the ministry to improve "the quality of fieldwork and investigation at all levels."

He also called for new measures to improve road safety, including using "the latest equipment and innovative technologies to prevent road accidents".

Putin highlighted the need for "honest political competition" as "a necessary condition for the development of our country and society", but stressed that "any political competition, any public debate should stay in the limits provided by law and the Constitution. It should not undermine or destroy the foundations of our state and society."

"We need to do more than ensure that our citizens' rights and freedoms are observed. We need to protect our citizens, therefore I shall repeat: not a single extremist action should go unpunished."
