Russian Prime Minister Dmitry Medvedev held a meeting with vice ministers on Monday, where he said that the adoption procedure in Russia must be "feasible".
Medvedev said that issues affecting orphans must be resolved in Russia and it requires "ensuring proper administration for orphanages and related institutions".
Commenting on Putin's decree on adoption, Medvedev said, "once we get down to drawing up the proposition to expedite adoption and fostering procedures, we should bear in mind that a new procedure must be feasible, as in realistic."
The Dima Yakovlev Law was signed by President Putin on January 1 and contains measures of social support for Russian families that want to adopt a child.

"We must simply resolve the issue as such in our country -- I mean the issue of orphans. That would require not only providing an enabling environment for families who wish to adopt and foster children from orphanages, but also ensuring proper administration for orphanages and related institutions. This issue needs to be addressed in a comprehensive manner -- the institutional aspect as well as the adoption aspect.
I'd like to point out that the decree sets a rather demanding timeframe for drafting the legislation to streamline the procedure. I had proposed the same as early as a month ago, because I also consider it necessary. However, once we get down to drawing up the proposition to expedite adoption and fostering procedures, we should bear in mind that a new procedure must be feasible, as in realistic."
